Store Fallout scripts in-tree
Description
The current Fallout scripts used for driver duration and performance tests are held internally at DataStax. For increased maintainability, it would be better to store them in-tree. Granted, they only concern DataStax employees, but that's already the case for the Jenkinsfile and a few other files that we store in the GitHub repository.
