Provide user-friendly way of selecting metrics framework
Description
introduced the ability to switch from Dropwizard to MicroProfile or Micrometer. During the development of this new feature, users suggested that we could simplify the amount of work required for switching by enabling the selection of a metrics factory class through configuration.
