Harden and speed up integration tests suite

There are some improvements we can make to the test fixtures to run more steadily and in a shorter amount of time, mainly by reusing test clusters whenever possible.

The "short" test suite on Linux take around 30 mins and on Windows more than 40 mins for the Apache Cassandra driver and more than 1h for the DSE driver.
