Fixup version compatibility to include scala 2.13

Description

It appears to me that scala 2.13 is now supported, but isn’t explicitly called out in the README file. This should be added to master and any future b3.4, as well as be included in all documentation updates for https://datastax-oss.atlassian.net/jira/software/c/projects/SPARKC/issues/SPARKC-704
